追根溯源，政府行为的评价取决于全体经济活动参与者的意见，所以具体量化政府行为的各个方面必须包括来自企业、专家、学者的意见，即软指标数据。政府行为的指标设计没有权威的范例可供参照，各国的政府行为指标选取也是同本国的实际情况相联系的，但本质都是为了对政府依法、高效行政工作的评价和监督。所以设计科学、合理且符合政府工作实际的评价指标，还需要各国专家学者的不断探索和论证。
